An ApplicationACT 16:4-5 is emphasizing that the letter from the last story was used broader than its initial recipients. A theme that will repeat with the rest of the New Testament. Luke was not saying Paul's teaching was limited to those few points, as if all God wanted was for us to be "good people." Paul would've known MK 10:18 & MT 7:21, and taught the whole Gospel. People don't flock to church to hear how to be "good," they want to know God: His ethos (character), evidences, and expectations.
