ACT 16:4-5 is emphasizing that the letter from the last story was used broader than its initial recipients. A theme that will repeat with the rest of the New Testament. Luke was not saying Paul's teaching was limited to those few points, as if all God wanted was for us to be "good people." Paul would've known MK 10:18 & MT 7:21, and taught the whole Gospel. People don't flock to church to hear how to be "good," they want to know God: His ethos (character), evidences, and expectations.

ACT 16:1 is the same as 1TI 1:2 & 2TI 1:2. / ACT 16:3 must be related to 1CO 9:20. / ACT 16:10 "we" implies the author, Luke (LK 1:1-4). / ACT 16:6-9 is a great example of PR 16:9. When we choose to act for God, even if we do the wrong thing, God has an amazing way of using that for His plan. That's not an excuse to act rashly, but it's an encouragement to be courageous and of action. / ACT 16:6-7 Phrygia, Galatia, Asia, Mysia, & Bithynia are regions, not towns nor continents.
